Private schools in Jharkhand allowed to charge tuition fee, other charges waived - education

The state human resource development (HRD) department on Tuesday allowed private schools which carried out online classes during lockdown period to charge only tuition fee for the months of April and May.

The decision on rest of the months of lockdown will be taken later, HRD Minister Jagarnath Mahto said after holding separate meetings with the parents’ body and the private school managements.

“An order in this regard will be issued soon. Schools will not charge any other fees, barring tuition fees of these two months. The transport fee has also been waived for three months. The schools will also not increase any fee,” the minister said.

The minister, while talking to the media, said, “We talked to both the parties- school authorities and parents’ body- separately and reached to a consensus that schools will charge only tuition fee for April and May. However, this is not the final order. A case regarding school fees is pending with the Supreme Court. We will take final decision after the verdict comes.”

Tuition fees would be realized only by those schools that conducted online classes during the lockdown period, he said.

Earlier, school authorities, who came from different districts of the state, placed their points before the minister. “There was a discussion on many issues, including tuition fee. We had requested the minister to allow the schools to take tuition fees, as teachers get their salaries from it,” said Ram Singh, chairman Sahodaya School Complex, a group of CBSE schools in Jharkhand.

The parents’ body -All School Parent’s Association (ASPA), however, has protested the minister’s decision of allowing schools to realize tuition fees.

ASPA president Ajay Rai said, “The minister himself had said that schools should waive all kinds of fees during three month of lockdown period. Today, he allowed schools to take tuition fees. Parents are feeling cheated on with the decision.”

West Bengal launches recruitment portals for returning IT professionals in the state - education

In a bid to help the Information Technology (IT) professionals who have returned home during the COVID-19 crisis, the West Bengal government has launched a web portal for providing them jobs in the state’s IT companies.

Information about the portal,, was shared by Chief Minister Mamata Banerjee through her official Twitter handle on Tuesday.

Banerjee urged all professionals from the state who are seeking a job to visit the portal.

The COVID-19 crisis, and the lockdown imposed to prevent its further spread, had led to thousands of workers, students, professionals returning to their hometowns due to lack of jobs, health concerns, or to be with their family in these testing times.

West Bengal, along with Uttar Pradesh and Bihar, is one of the states which has witnessed a mass influx of people.

UP Assistant Teacher Recruitment: Allahabad High Court reserves order on plea challenging stay on appointment - education

The Lucknow bench of the Allahabad High Court on Monday reserved its order on three special pleas of the UP government challenging the stay on the appointment of 69,000 assistant basic teachers in the state.

The matter was heard by a division bench of Justices P K Jaiswal and D K Singh.

Earlier, the matter was listed for hearing on June 9 but on a request of the state, the court heard the issue on Monday.

On Sunday, the UP Examination Regulatory Authority (ERA) had filed the appeal on behalf of the state government against a single-bench interim order, terming it ‘unwarranted and illegal’. Justice Alok Mathur of the Lucknow bench on June 3 had stayed the selection process, prima facie finding that certain questions and answers were ‘ambiguous and wrong’ and, hence, required fresh scrutiny by the UGC.

The HC bench had held that there has been an ‘error’ in the evaluation of question paper. In its appeals, the ERA pleaded that the single-bench order was not sustainable as it did not consider the preliminary objection of maintainability in the right perspective as the writ petitions were not maintainable because the petitioners had not arrayed all candidates who had stood successful in the result declared on May 8.

For the state government, Advocate General Raghvendra Singh argued that the ERA had the final say in case of any dispute regarding questions and answers and once it took a decision on the basis of opinion of experts, the same cannot be questioned.

Opposing the pleas, senior lawyers L P Mishra, HGS Parihar, Asit Chaturvedi, JN Mathur and Sudeep Seth stressed that the single-bench interim order was just and proper and there was no illegality in it.

“The single-bench order is detailed and exhaustive and once it finds from records that certain questions and answers were false and ambiguous, it could not shut its eyes,” argued the senior lawyers. Taking up the written submission of Mishra, the division bench directed other senior lawyers to submit their submissions on behalf of their clients by 10 am on Tuesday.

The bench said it was reserving its order to be pronounced later.

The recruitment examination was held on January 6, 2019 and its result was declared on May 12 this year.

Earlier, the Supreme Court on May 21 had asked the state government to explain the process adopted for the appointment through a chart, posting the matter for further hearing on July 6. It asked the Uttar Pradesh government to explain why it changed the earlier criteria of 45 per cent cut-off marks for the general category and 40 per cent for the reserved category.

Virtual classrooms not feasible for rural students, says Puducherry CM - education

Chief Minister of Puducherry V Narayanasamy on Monday said holding of virtual classes for students appearing for the class X public examinations in the Union Territory is not feasible as most of students in rural areas do not have smart phone.

He told newsmen that he would write to the Union HRD Ministry in this regard and ensure that the rural students’ interests are taken care of and convenient steps be adopted to hold classes for such students.

The chief minister urged the Vice-Chancellor of Pondicherry University, a centrally sponsored higher education institution, Gurmeet Singh to wait for the directives from the Union HRD Ministry on the modalities of holding the university examinations.

He said he has asked the university to reconsider its decision to hold the examinations in July after he received representations from parents.

Pointing a finger at vegetable vendors, Narayanasamy said the retail shops, having now brought back to the old locations, would be again forced to move if there was no improvement in adherence to the norms of the virus-induced lockdown such as wearing of masks, maintaining social distancing and other conditions to prevent the spread of the pandemic.

“I will visit the shops shortly and make an on-the-spot assessment and if there is no improvement in adhering to the curbs all the retail vegetable stalls would be shifted to some other places,” he said.

He said this while referring to the Koyambedu market in Chennai as an eye-opener as the market turned out to be a hotspot for COVID-19 cases.

Faulting the manner in which a virus victim’s body was buried, he said two of the workers of the municipality and one health workers have been suspended.

A full-fledged enquiry would be held to find out whether there was any lapse on the part of the workers in handling the body during the burial.

Bihar 94000 Primary Teachers Recruitment: Apply from June 15, revised schedule for DElEd candidates out - education

Following the validity granted to the D.El.Ed (open distance learning) programme through the National Institute of Open Schooling (NIOS) by the National Council for Teacher Education (NCTE) in keeping with the Patna High Court order, Bihar government has issued directive to give such candidates a chance to apply for the post of primary teachers.

The department of education on Monday issued a notification to this effect. The candidates having successfully completed the 18-month D.El.Ed programme and cleared teachers’ eligibity test (TET) or central teachers’ eligibity test (CTET) can now apply from June 15 to July 14, 2020.

The first merit list will be published by July 23 and the recruitment process completed by August 31 upon verification of documents.

Bihar government had last year in August issued advertisement for the recruitment of 94000 elementary teachers in the state and the process had reached an advance stage, but the primary education directorate letter denying eligibility to candidates having 18-month D.El.Ed programme citing NCTE norms was challenged in the HC.

In 2019, the NCTE had stated that the 18-month D.El.Ed) course from NIOS was meant only for the in-service teachers and it could not be extended for future appointments in keeping with its regulations that mandate two-year course.

In light of the NCTE stand, the directorate had clearly stated “that certificates of the teachers/candidates working in government/ govt-aided / private unaided schools, who have completed D.El.Ed. training through NIOS during their service, will not be valid/ considered for selection of primary teachers in the government of Bihar”.

In January, the HC bench of Justice Prabhat Kumar Jha, however, ruled in favour of the candidates, setting aside the directorate’s letter in January this year, terming it “illegal, unsustainable and violative of Article 14 of the Constitution”.

“The NCTE recognized one-time the course in D.El.Ed. conducted by NIOS. The relaxation of some period was only granted to the in-service teachers who had not obtained the required degree training course such as B.Ed./D.El.Ed. which is made minimum requisite qualification for appointment on the post of teachers in elementary and primary schools, but it is nowhere mentioned that the said course cannot be treated at par with the two years training course,” the court had observed.

It directed the state government to give the petitioners one-month time to apply. Later, additional chief secretary, department of education, RK Mahajan wrote to the NCTE for its response. NCTE replied that it would abide by the HC order.

Nearly three-lakh teachers were enrolled with the abridged 18-month DLEd programme of NIOS. It is not known as to how many of them also possess TET/CTET qualification.

Assam Police Recruitment 2020: 451 constable vacancies notified, check details - education

State Level Police Recruitment Board (SLPRB), Assam Police has released an official notification for the recruitment of Constable/Guardsman (Grade III) under Directorate of Civil Defence and Home Guards.

The online registration process will begin from Wednesday on June 10, 2020. Interested and eligible candidates can apply for the posts online at on or before June 30, 2020. However, candidates will not have to pay any application fee for the registration.

The recruitment drive is being conducted to fill 451 vacancies of constables. Out of which, 316 vacancies are for male, and 135 for female candidates.

Candidates should be between 18 to 36 years old as on January 1, 2020.

Aligarh Muslim University to conduct online open book exams for final semester - education

The Aligarh Muslim University (AMU) has decided to conduct online open book exams for all final semester papers of undergraduate and postgraduate courses, according to a spokesman of the university.  However, a section of the teaching staff has voiced concern over the idea of online exams, contending that the method is “discriminatory and flawed”.

The AMU’s decision follows the Delhi University’s move to hold open book exams.

An AMU spokesman said, “Final semester examinations for UG and PG classes will be held after July 10 and the schedule will be announced shortly. It has also been decided that those papers of the first semester which had not been held earlier will also be conducted through the same manner between July 5 and 10”.

Following the decision, a section of teachers have written a letter to the Vice Chancellor.

In the letter, teachers’ elected representative to the university’s executive committee, Prof Aftab Alam, said the decision to hold online exams violates the statutes of the institution and any decision to hold online exams has to be preceded by certain mandated procedures.  The letter points out that all students may not have proper access to Internet facilities in the present scenario.

Meanwhile, all university offices, which reopened on Monday, reported full attendance. Employees, who are senior citizens or those who reside in coronavirus containment areas, have been exempted from attending office.

HPBOSE 10th Result 2020: HP Board 10th Result expected to be declared today at 4 pm - education

The evaluation process was delayed due to lockdown in the wake of the Covid-19 pandemic. Answer sheets were evaluated by the teacher at their homes. This year, the board will also award grace marks in Sanskrit and Urdu subjects.

Last year, out of total of 1.11 lakh students more than 67 thousand passed the Class 10 exams.

UP teacher’s documents used in 9 schools, payment of Rs 12.24 lakh made in six districts - education

The Uttar Pradesh government on Tuesday said that a probe into a school teacher, who is alleged to have worked simultaneously in 25 schools and earned over Rs 1 crore as salary in 13 months, found that her documents were used in nine schools and a payment of Rs 12.24 lakh was made in six districts. “From the probe is has come to light that documents of Anamika Shukla, a teacher, posted in Badaut (in Baghpat) was used in 8 other (total 9) Kasturba Gandhi Balika Vidyalaya (KGBV) schools. A total payment of Rs 12.24 lakh was made to them in six districts and the detailed probe is on,” Basic Education Minister Satish Dwivedi told reporters here.

Besides Baghapat, documents of Shukla were used in KGBV in Varanasi, Kasganj, Amethi, Aligarh, Raebareli, Allahabad, Saharanpur, Amedkar Nagar, he said.

“In many other places also the same document were used but in some schools the candidate did not join or absent at many places,” the minister said. In Kasganj, Etah a teacher who got the job with the same name was arrested when she came to resign, the minister said adding that original Anamika Shukla is still untraceable.

He said that a probe had started in March immediately after the matter came to the knowledge but due to lockdown schools were closed and mobiles were switched off due to which it could not take pace.

“We have Prerna digital framework on which all teachers have to give their details. A verification drive is on for over 5,000 teachers in all 846 KGBV, who have been asked to use their Aadhaar for the purpose,” he said.

The digital framework issues an alert when people with same details are found in other districts, he said, adding this matter came to light due to this system only.

There were media reports that claimed Shukla worked in 25 schools and drew a total salary of over Rs 1 crore in 13 months. There are allegations that she worked as a science teacher in Kasturba Gandhi Balika Vidyalaya in Ambedkar Nagar, Baghpat, Aligarh, Saharanpur, Prayagraj and other places. KGBV teachers are appointed on contract and get Rs 30,000 pay and the recruitment is done at district level.

The minister said that 1701 teachers, who got jobs on fake documents were identified and sacked in the BJP regime and in future too they will get taken care of if they are involved in such acts.

Fake results out for Bihar Assembly recruitment, police probe - education

Even before the Bihar Legislative Assembly could come out with the results for recruitment to the posts of office attendants and other positions, it was stumped Tuesday by the publication of results, duly pasted on gate number six of the campus, which, of course, turned out to be fake.

The list not only had the names of ‘successful’ candidates, but also their roll numbers.

The Vidhan Sabha secretariat immediately reported the matter to the police and an FIR lodged on the orders of Speaker Vijay Kumar Choudhary with the Secretariat police station.

“It appears to be the handiwork of some organized gang, though the involvement of some aspirants also cannot be ruled out. It was noticed when some people saw it and mistook it as original results. The police will track those behind it and strong action would be taken against the unscrupulous elements,” said an official statement from the Vidhan Sabha.

In April last year, the Vidhan Sabha secretariat had lodged an FIR with the Secretariat police station for an investigation into the matter involving issue of fake appointment letters. The matter had come to light after a candidate approached the Assembly secretariat for joining as junior clerk with her appointment letter, which turned out to be fake.

The fake letter, issued in the name of Bihar Vidhan Sabha secretary, had also mentioned that the candidate was required to submit Rs 38,500 for training, while there was no such provision.

The Bihar Assembly secretariat had advertised for large-scale recruitment at various levels for the first time in 2018 after a long gap. Bulk of the appointments was to be made directly through the newly formed Bihar Vidhan Sabha (recruitment and service conditions) rules, 2018, while 27 senior level posts were to be appointed through the Bihar Public Service Commission (BPSC).

The response to the advertisement on the online portal was also huge, the maximum response coming for class 3 and 4 posts. According to a senior official, the number went past 5 lakh for around 166 posts, including watchman, sweeper, gardener, driver, office attendant etc.

UP Assistant Teacher Recruitment 2020: SC stalls recruitment of over 37000 teacher posts - education

The Uttar Pradesh government’s decision to fill up 69,000 posts of Assistant Teachers hit a roadblock after the Supreme Court on Tuesday directed the state to keep 37,339 posts vacant while going ahead with the recruitment process over the remaining seats.

The decision came on an application moved by Shiksha Mitras who have challenged the decision of the UP Government to steeply hike the qualifying marks criteria for the Assistant Teacher Recruitment Examination (ATRE) – 2019 from 40-45 per cent in 2018 to 60-65 per cent last year. A total of 45,357 Shiksha Mitras working in the state appeared in ATRE-2019 of which 8018 qualified.

The remaining 37,339 approached the apex court challenging the result. According to them, ATRE-2018 and ATRE-2019 should be considered as a single examination and hence the state was wrong in prescribing 40-45 per cent qualifying marks in one exam and 60-65 per cent marks as cut-off in the subsequent year’s test.

On May 21 this year, the Supreme Court passed an interim order which said, “Tthe services of all Shiksha Mitras who are presently holding their posts as Assistant Teachers shall not be disturbed. However, it shall be open to the State Government to fill up the remaining posts by taking resort to the instant selection.” The UP Government still went ahead with the recruitment process over the entire 69000 posts which forced the Shiksha Mitras to move an application.

On Tuesday, a bench of Justices MM Shantanagouder and Vineet Saran heard the application and found substance in the prayer to reserve 37,339 posts till their case is finally decided. The bench said, “it is, prima facie, borne out from the records now produced that the State Government is proceeding with the selection to fill up all the posts. Such process to be adopted by the State Government shall not be permitted in view of the interim order passed by this Court on May 21.”

The Court questioned the state as to why the hurry to fill up the posts when classes are not being held. UP’s Additional Advocate General Aishwarya Bhati informed the Court that virtual classes were on and the state wanted to roll out the recruitment to ensure classes are not affected.

The matter is next listed on July 14. By then, the state has to inform the Court as to how many among the 37,339 petitioners had secured more than 40 per cent marks in reserved category and 45 per cent marks in general category.

Karnataka SSLC exam to be held; schools to re-open after August: Minister - education

A decision on reopening schools in Karnataka would be taken after August but class X board exams would be held on June 25 as per the recent schedule announced by the state government, Minister for Primary and Secondary Education S Suresh Kumar said on Tuesday.

Telangana, Tamil Nadu and Puducherry have cancelled the class X exams and decided to promote the candidates to the next level in view of the COVID-19 pandemic.

On the re-opening of schools in Karnataka, Suresh Kumar said, “At the most, we may take a decision after August in this regard (about opening the schools). In our cabinet meeting too, we shall discuss it and then take a call.” The Minister made these announcements while speaking to reporters in Udupi.

Clarifying that there is neither an intention nor a decision to re-open the schools at this juncture, Kumar said even if the state government wishes so, it would be done in a phased manner – High school first, then middle school or higher primary school.

“We will keep everyone’s interest in mind before taking a decision,” he said.

Regarding the SSLC examination, the minister said, “After deliberating with many experts, we kept the interest of children in mind and are holding the examination taking all precautions.” He added that the issue of holding the SSLC examination was discussed in the High Court as well.

Kumar said the Human Resource Development Ministsry and Ministry of Home Affairs have given green signal to hold the exam.

He appealed to the people not to create any confusion among children about the examination when they are seriously preparing for it.

The examination was supposed to take place on March 27 and was put on hold due to coronavirus lockdown, and it was decided it would be conducted on June 25.

In the meanwhile, many schools insisted to reopen and start the classes. There were reports of a good number of schools conducting online classes.

UPPSC PCS prelims 2020 on Oct 11, check dates for 12 other recruitment exams - education

Uttar Pradesh Public Service Commission (UPPSC) will conduct its prestigious Combined State/Upper Subordinate Services (Preliminary) Examination-2020, commonly known as PCS (Pre)-2020 along with the examination for recruitment of Assistant Conservator of Forest (ACF) and Range Forest Officer (RFO), now on October 11, said UPPSC controller of Exams, Arvind Kumar Mishra.

Earlier, the recruitment exams were scheduled to be conducted on June 21 but were postponed due to the coronavirus pandemic.

On Tuesday, the commission released dates of its 13 recruitment exams by way of an amended calendar of exams that were to be held in 2020 but could not be held.

Owing to the pandemic and the lockdown, PCS (Pre)-2020 was the seventh recruitment exam to get postponed.

The amended calendar released by UPPSC exam controller informs that the PCS (Main)-2019 General and Special Recruitment that was to be held from April 20 before getting postponed would now be held from July 25 while the Block Education Officer (BEO) Preliminary Recruitment Exam-2019 scheduled to be held on March 22 before being postponed would now be held on August 16.

In the same way, the APO (Mains)-2018 that was to be held on May 16 but was postponed would now be held on July 18.

Likewise, the Computer Assistant Exam-2019 that was to be held on April 5 before being postponed would now be held on August 23 while RO/ARO (Pre)-2016 that was scheduled for May 3 but got postponed would now take place on September 13.

As per the amended calendar, the Assistant Conservator of Forest (ACF)/Range Forest Officer (RFO) Mains-2019 will now be held from September 19 while Combined State Engineering Services Exam (Mains)-2019 that was scheduled for June 7 but got postponed would now be held on November 1. The Assistant Manager (non-technical) Screening Exam-2016 of UP Industries department would be held from November 22.

Similarly, the Block Education Officer (BEO) Mains Recruitment Exam-2019 will be held on December 6 while PO/APO (Main) Exam-2016 will be held on December 22.

PCS (Main)-2020 will be held on January 22, 20201 while Assistant Conservator of Forest (ACF)/Range Forest Officer (RFO) Mains-2020 will be held on February 13, 2021.

The UPPSC controller of Exams with the release of this amended calendar of exams has however made clear that in special circumstances, the dates of the exams could still be changed.

HPBOSE Class 10 result 2020 declared, here are details of Himachal Board 10th results - education

HPBOSE Class 10 result 2020: Girls dominated the Class 10 board exam of the Himachal Pradesh Board of School Education (HPBOSE), the result for which was declared on Tuesday.

Declaring the result in a press conference, HPBOSE Chairman Suresh Kumar Soni said that a total of 1, 04,323 candidates appeared in the exam, out of which, 70,571 passed and 5,617 got compartment. The overall pass percentage is 68.11%, an increase of 7.32% from the previous year’s 60.79%, he said.

Soni said that the evaluation process was delayed due to lockdown imposed in the wake of the Covid-19 outbreak. A total of 37 students made it to the top-10 list, out of which 23 are girls and 14 are boys. This year the pass percentage of girls is 71.50% while that of boys is 64.9%.

Kumari Tanu of Ishan Public School, Har Samloti, district Kangra topped the exam by scoring 98.71% marks. The second position was bagged by Kshitiz Sharma of New Gurukul Public School, Gopal Nagar, Hamirpur who scored 98.57%.

Tripura to appoint over 300 teachers in schools and colleges - education

Amid salary cuts and freezing of jobs due to the COVID-19 pandemic, the Tripura government has announced its decision to fill various teaching posts in schools and colleges in the state. A recruitment drive is being conducted to fill 337 vacancies of teachers, out of which 175 will be made graduate teachers, 65 post-graduate teachers for secondary level, 42 undergraduate teachers and 15 graduate teachers for elementary level of education.

Apart from this, the government has also decided to appoint 40 assistant professors in colleges.

“We have sent a requisition to the Tripura Recruitment Board to start the process for selection of the school teachers,” Education Minister Ratan Lal Nath said on Monday evening.

Regarding assistant professors, the minister said that they have 4 posts each for Bengali, Sanskrit, Political Science, and Human Physiology, 10 for English, 5 for Education and History, and two each for Zoology and Botany. “The assistant professors would be appointed through Tripura Public Service Commission,” he said.

A total of 1,90,278 unemployed persons have registered with the Tripura government’s Career Portal till May 31 this year. Out of them, 54,383 unemployed have educational qualification up to Class 10, 9737 have educational qualification till Class 8, another 18,074 are Class nine pass, 54,383 are Class 10 qualified, 1,659 have education till Class 11 and 50,433 have till Class 12.

Apart from this, there are 1,925 and another 2021 unemployed persons who have diplomas after Class 10 and Class 12 respectively. The state has more than 40,445 graduates, 10,065 post-graduates, 44 postgraduate diploma holders, 113 Ph.D. holders and 176 Industrial Training Institute passouts, who are unemployed.

HPBOSE 10th result 2020 declared, 68.11% students pass, Tanu tops state - education

HPBOSE 10th Result 2020: Himachal Pradesh Board of School Education, or HPBOSE, on Tuesday, declared the result of Class 10 on its official website. HPBOSE chairperson Suresh Kumar Soni and HPBOSE secretary Akshay Sood, declared the class 10 board result, in a press conference today. A total of 23 girls and 14 boys have made it to top 10 merit list. Tanu has secured 1st position in Himachal Pradesh 10th Board results 2020 by scoring 98.71%.

Students who have appeared in the HPBOSE Class 10 examination can check their results online at The link of the results will be uploaded on the official website after the press conference .

The overall pass percentage for class 10 matriculate examination this year is 68.11 %. This year 104323 students appeared in the HPBOSE matriculation exam, out of which, 70571 have passed the exam. 

The Board conducted the class 10 board exams from March 5 to 19, across 2, 227 examination centres spread across the state.
